Fleet Compliance Manager

The Role
Panda is looking for an experienced Fleet Compliance Manager to take ownership of driver compliance, driver standards and transport governance across our Irish operations.
This is not a workshop or vehicle maintenance compliance role. Our fleet, workshop and mechanical controls are already well established. The focus of this role is ensuring we have strong, consistent and auditable control across our driver population, including tachograph compliance, driver hours, licence checks, driver training, infringement management, road safety standards and continuous improvement.
With a large operational fleet and hundreds of drivers supporting residential, commercial and industrial services across Ireland, driver compliance is critical to how we operate. We need someone who has worked at scale, understands the complexity of managing driver compliance across multiple depots, and can bring structure, visibility and confidence to this area of the business.
As Fleet Compliance Manager, you will work closely with Fleet Managers, Depot Managers, Transport Managers, Operations Managers and Compliance teams to ensure driver compliance standards are clearly understood, consistently followed and properly evidenced.
This is a hands-on, visible role for someone who combines strong transport compliance knowledge with practical experience of managing driver control and compliance across a large, multi-site operation.
What You’ll Be Doing
You will take ownership of driver compliance standards across the business, making sure we have robust processes, clear reporting and strong follow-through in place.
You will be responsible for:

Managing driver compliance across tachographs, driver hours, working time, infringements and road safety standards.

Ensuring regular driver licence checks are completed, recorded and followed up.

Overseeing driver qualification records, including CPC, digital tachograph cards and relevant driver documentation.

Monitoring driver compliance data to identify trends, repeat issues, risk areas and training needs.

Supporting the business with driver training, refresher training and compliance improvement plans.

Working with operational leaders to make sure driver standards are consistently applied across all depots.

Reviewing driver behaviour and compliance performance, using available systems and reporting tools.

Ensuring any driver infringements, breaches or compliance gaps are investigated, addressed and closed out.

Producing clear driver compliance reports for operational and senior stakeholders.

Supporting continuous improvement across driver control, driver onboarding, training records and compliance processes.

Helping embed a strong road safety and compliance culture across the driver population.

Acting as a key point of contact for driver compliance matters, audits and regulatory requirements.
About You
We are looking for someone with strong, practical experience in driver compliance at scale.
You will need to be comfortable managing driver compliance across a large driver population, not just a small fleet or single-site transport operation. You will understand how to build control, spot risk, challenge poor practice and support operational teams in maintaining high standards.
You will bring:

Strong experience in driver compliance, transport compliance, driver control or road transport governance.

Experience managing compliance across hundreds of drivers or a large multi-site driver population.

Strong knowledge of tachographs, driver hours, Working Time rules, CPC requirements, licence checks and driver records.

Experience managing infringements, driver behaviour data, training requirements and corrective actions.

Confidence reviewing compliance reports and turning data into practical improvement actions.

Strong communication skills, with the ability to influence Depot Managers, Transport Managers, Operations Managers and drivers.

A structured, organised and audit-ready approach to compliance records and reporting.

Confidence challenging non-compliance and driving consistent standards across multiple sites.

Ability to travel across Ireland as required.

Full clean driving licence.
Desirable Experience
The following would be beneficial but is not essential:

Experience in waste management, transport, logistics, utilities or another high-volume operational environment.

Experience using tachograph analysis systems, telematics, driver compliance platforms or fleet management systems.

Transport Management, Compliance, Road Safety or Driver Training qualifications.

Experience supporting driver training programmes or compliance improvement projects.

Experience working with regulatory bodies, auditors or external compliance partners.
